The French midfielder originally came through the youth ranks at Nantes before making his Ligue 1 debut in 2006-07. He went on to make 90 appearances for the Canaries over five seasons.
After joining Standard Liège in 2011, Vainqueur appeared 89 times for the Belgian outfit, scoring five goals. His performances for Liège attracted the attention of scouts from Dynamo Moscow, who signed him last summer. William made 27 appearances and scored twice for the Russian side last season.
The 26-year-old midfielder, who was capped five times at U19 and U21 level for his country, becomes the tenth Frenchman to play for Roma following the recent arrival of Lucas Digne.
After completing his move, Vainqueur told the official AS Roma website: "I'm here because Roma are a great team and Rome is a wonderful city. I'll give my all for this very famous shirt. I've heard a lot about the Giallorossi fans – they're one of the best sets of fans anywhere."
