The veteran is one of two notable decisions from coach Luciano Spalletti, who has also opted to give Wojciech Szczesny the nod in goal - after Alisson started the first leg in the Estadio do Dragao.
De Rossi will partner Kostas Manolas in defence, with Bruno Peres slotting in at right-back as Alessandro Florenzi misses the game through injury. Leandro Paredes starts in midfield.
Other than that the team is unchanged from the one that started the contest in Portugal, with Diego Perotti restored to the starting lineup following his brace at the weekend.
