Stadio Olimpico - Code of Conduct

AS Roma (hereinafter also referred to as the “Company”) intends to promote a new model for managing sports competitions, with the aim of restoring the social dimension of soccer, understood as a tool for training and education, but also for bringing people together and fostering integration, including by bridging the gaps between individuals or groups.

In this context, AS Roma considers it of fundamental importance to ensure the involvement of its fans and, more generally, of all those attending the sporting event, including fans of opposing teams, since all participants, just like the other key figures involved in the sporting event, are called upon to contribute to ensuring the smooth running of the competition and to uphold the founding principles of sport, such as passion, enjoyment, and participation.

To achieve these objectives, the Company has adopted, pursuant to Article 12 of the F.I.G.C. Code of Sports Justice (as amended by F.I.G.C. Communiqué No. 15 of March 7, 2018) and the F.I.G.C. Circular of May 8, 2018), the present “Code of Conduct for AS Roma Fans.”

Through the Code of Conduct, which supplements the Regulations for Use of the Stadio Olimpico (“Regulations for Use”), the Company intends to share with its supporters and all other attendees, including opposing fans (collectively, the “Recipients”), the ethical and behavioral principles to which it attaches primary importance, as well as the measures and initiatives that AS Roma will undertake against those who engage in conduct contrary to these provisions or that may otherwise harm the image or reputation of AS Roma. 

This Code of Conduct also outlines the so-called “rating system,” through which AS Roma will ensure the assessment and management of conduct that does not comply with the provisions and principles set forth below.

All Recipients are required to comply with the Code of Conduct and the Regulations for Use, which constitute an integral and substantial part of the contractual agreement between the Company and each participant. 

The purchase of a ticket and/or season ticket for AS Roma matches, or in any case access to the stadium where AS Roma matches are held, implies acceptance of the provisions of the Code of Conduct and the Regulations for Use currently in force, including with regard to the rating system and the measures provided therein in the event of a violation, as well as a commitment to comply with the relevant provisions.

To ensure adequate and full awareness of these documents, the Code of Conduct and the Regulations for Use are published on the website www.asroma.com. 

1.    Integrity and Compliance with Applicable Laws

Proper conduct and compliance with applicable national and international laws are core values for AS Roma.

AS Roma promotes and gratefully welcomes expressions of support from its fans during sporting events. However, the conduct of the Recipients must not conflict with applicable laws or otherwise pose a danger to the safety of others and/or public order. When attending sporting events, Recipients are therefore required to ensure proper conduct, marked by respect for all those participating in the event (e.g., other Recipients, players on the field, etc.) as well as those working to maintain public order and ensure the smooth running of the event, including Stewards and Law Enforcement Officers.

In this regard, the principles and provisions of the Code of Conduct shall be deemed valid, and as such must be respected, even in relation to matches played by AS Roma away from home or in any venue other than the Stadio Olimpico in Rome. 

Under no circumstances may the claim of acting in the interest or for the benefit of AS Roma justify conduct that does not comply with applicable laws, the Code of Conduct, or the Regulations for Use. 

2.    Fair Play and Sporting Loyalty

AS Roma firmly believes in the fundamental values of sport, such as fair play and sportsmanship, as well as in the contribution that sport can make in terms of “positive social interaction,” community building, and integration. 

In this regard, Recipients must refrain from engaging in conduct contrary to the spirit of sportsmanship or, in any case, to sports regulations, as it is strictly prohibited to:

a)    committing, even through third parties, acts intended or otherwise potentially capable of altering the proper conduct or the outcome of matches (e.g., pitch invasions, etc.);

b)    offering, even indirectly or through an intermediary, money or other benefits to executives or members of AS Roma or other clubs with the aim of altering the result of a match;

c)    coercing, through violence or threats, or otherwise inducing executives or members, even indirectly or through an intermediary, to alter the result of a match;

d)    requesting money or other benefits to which one is not entitled, even indirectly or through an intermediary, from executives or members of AS Roma or other clubs in order to obtain undue benefits.

Those who commit one or more of the aforementioned violations shall be sanctioned with the measures provided for in paragraph 7.A, letters c) and d) below.

3.    Fairness and Integrity  

AS Roma fans are known worldwide for their great passion and the unmistakable warmth that binds them to their beloved team. 

The Company intends to continue promoting the presence and participation of its fans, who represent a fundamental and indispensable component of the team’s sporting success. AS Roma will always stand with fans who wish to support the team, while respecting the need to ensure proper, ethically sound, and respectful behavior.

In light of the priority need to ensure the peaceful and orderly conduct of sporting events, as well as to protect the image and reputation of AS Roma, the following conduct is strictly prohibited:

a)    damaging, deteriorating, defacing, soiling, and/or tampering in any manner with the facilities, infrastructure, and/or services of the sports venue;

b)    bringing in and/or possessing poisons, harmful substances, flammable or defacing materials, and drugs;

c)    bringing in and/or selling alcoholic beverages with an alcohol content exceeding 5%, unless special exemptions for specific areas have been granted by the competent authority;

d)    displaying materials that obstruct the view of other fans and/or emergency signage, or that otherwise obstruct escape routes to the playing field;

e)    engage in any commercial activity that has not been previously authorized;

f)    bringing into and selling within the sports facility beverages contained in cans, glass bottles, or plastic bottles, unless previously authorized by the competent authorities;

g)    bringing in animals of any kind, unless express authorization has been requested from the competent authorities;

h)    bringing in and displaying banners, signs, horizontal banners, streamers, documents, drawings, printed or written material other than those explicitly authorized by the Security Operations Group (GOS) at the request of AS Roma; such items may not be displayed in areas other than those designated by the Company and must be removed at the end of the event;

i)    organize unauthorized choreography or choreography that differs from that authorized by the Security Operations Group (GOS) at request of AS Roma;

j)    enter and/or remain inside the sports facility while intoxicated or under the influence of narcotic or psychotropic substances;

k)    engage in conduct within the sports facility or in the outdoor reserved area of the sports facility that is contrary to decorum, public decency, morality, good customs, or otherwise contrary to the Company’s guidelines regarding specific sections of the Stadium (e.g., in certain specific Tribunes entry or remaining in the area will not be permitted for those wearing athletic attire or clothing otherwise inappropriate for the context);

l)    occupy a seat within the sports facility other than the one assigned to them by virtue of their admission ticket, unless expressly authorized by the Company upon authorization from the competent authorities. 

In addition to the above, with a view to further emphasizing the importance of the principles of fairness and integrity and taking into account the need to protect its own rights and interests, AS Roma reserves the right to revoke its approval, in accordance with the procedures and terms set forth in paragraph 7 below, following the following conduct, even if committed outside the sports facility or in connection with events other than AS Roma matches:

m)    expressions of insult and/or offense, and/or incitement to violence and/or discrimination for any reason, if expressed during public events or gatherings and/or on “social media” (including, by way of example and not limited to, blogs, professional networks, corporate networks, Internet forums, social gaming, social networks of any kind, video sharing, virtual worlds, etc.);

n)    participation in, or involvement in, riots, clashes, fights, or any other acts that constitute a danger to public order or personal safety;

o)    participation, as established by a court ruling, in acts constituting a criminal offense punishable by imprisonment of more than three years;

p)    unlawful use of trademarks owned by AS Roma or for which AS Roma is a licensee (e.g., unauthorized production and/or sale of AS Roma-branded merchandise; etc.);

q)    unlawful reproduction of videos, sounds, images, programs, etc., in violation of AS Roma’s copyrights (e.g., live streaming of images from a sporting event on social media, etc.). 

r)    attempting to gain unauthorized entry to the sports facility by following another fan through the turnstiles.

In this regard, it is hereby provided that:

-    for the conduct described in letters a), b), k), and r) above, the measures provided for in paragraph 7.A, letters a), b), c), and d) below may be applied;

-    for the conduct described above in letters m), n), o), p), and q), the measures provided for in paragraph 7.A, letters a), c), and d) below may be applied;

-    for the conduct referred to above in letters c), d), e), f), g), h), i), j), and l), the measures provided for in paragraph 7.A, letters a), b), c), and d) below may apply.

4.    Rejection of all forms of violence, insults, and discrimination

AS Roma firmly rejects and condemns any form of violence against people or property, as well as any form of insult, offense, or discrimination, including, by way of example, those based on gender, race, sexual orientation, health status, nationality, territorial or ethnic origin, political opinions, or religious beliefs.

Therefore, conduct that, even indirectly, may constitute a form of violence or discrimination, or that may otherwise induce others to engage in similar behavior, is expressly prohibited, including:

a)    chants and expressions glorifying violence or discrimination for any reason;

b)    chants and expressions that constitute an offense or insult, even indirectly;

c)    the display and/or presentation of banners, signs, flags, pennants, documents, drawings, printed or written material, or flags, which, alone or in combination, may constitute, for any reason and even indirectly, an expression of violence, discrimination, offense, or insult, it being understood that in such cases the Company will take prompt action, including involving Law Enforcement, to ensure their immediate removal;

d)    any form of physical or psychological violence against other fans, service personnel (e.g., stewards), or Law Enforcement, with particular condemnation of any conduct likely to generate or fuel clashes, scuffles, fights, etc.

Those who commit one or more of the aforementioned violations will be sanctioned with the measures provided for in paragraph 7.A, letters a), b), c), and d) below.

5.    The Protection of Public Order 

The protection of public order and the safety of spectators, athletes, and all those involved in sporting events is an absolute necessity for AS Roma.

Recipients are therefore required not only to refrain from any behavior or conduct that could pose a danger to public order or personal safety, but also to cooperate with Law Enforcement and AS Roma staff to ensure the smooth and proper conduct of matches and to put an end to any prohibited or dangerous behavior.

In particular, the following conduct, deemed dangerous to public order or personal safety, is expressly prohibited:

a)    bringing into the sports facility stones, knives, weapons, objects capable of or suitable for causing injury or blunt force trauma, sound-producing devices, light-emitting devices (laser pointers), and other objects that may cause disturbance or pose a danger to the safety of persons present in the facility;

b)    lighting and/or using and/or throwing, toward the playing field or other areas, rockets, flares, fireworks, firecrackers, or devices emitting smoke or visible gas;

c)    Throwing objects from the stands toward the playing field or other areas that are in any way intended to cause harm or capable of causing injury;

d)    lighting fires inside the sports facility;

e)    bringing in belts with large metal buckles and other accessories or items that may pose a safety hazard to the event;

f)    bringing in umbrellas, with the exception of small ones that do not have sharp tips and are not of a shape and/or made of materials that could pose a danger to the safety of the event and spectators;

g)    bringing crutches, unless expressly authorized;

h)    stopping near passageways, exits, entrances, along access routes, evacuation routes, and any other escape routes without a valid reason;

i)    climb on balustrades, railings, dividers, and other structures not specifically intended for public use;

j)    bringing in and/or wearing vests or clothing of the same or similar color and style as those worn by stewards and other staff;

k)    gaining unauthorized access, for example by climbing over dividers or other structures, to a section other than the one indicated on the admission ticket;

l)    transferring one’s match ticket in violation of applicable regulations and/or agreements with AS Roma in a fraudulent manner (including, where applicable, through unauthorized secondary ticketing platforms or any other type of platform);

m)    obstructing in any way Law Enforcement officers or AS Roma staff intervening to stop conduct contrary to the provisions of this Code of Conduct;

n)    forging and/or reproducing and/or transferring to third parties in a fraudulent manner (including, where applicable, through or to unauthorized secondary ticketing platforms or any other type of platform) one’s admission ticket;

o)    attempting to use a forged admission ticket as defined in point n) above.  

In this regard, it is provided that:

-    for the conduct described above in letters a), b), c), d), l), n) and o), the measures set forth in paragraph 7.A, letters a), b), c), and d) below may apply;

-    for the conduct described above in letters e), f), g), h), i), and j), the measures provided for in paragraph 7.A, letters a) and b) below may apply;

-    for the conduct described above in letters k) and m), the measures provided for in paragraph 7.A, letters a) and b) below may apply.

Recipients must comply with the security and control measures established by the Public Authority and/or the Company for reasons of public order (e.g., checks of tickets and documents for access to the Stadium; inspections of banners and other items intended to be brought into the facility; prohibition on bringing in prohibited materials and objects; etc.), including those concerning:

-    the possible non-transferability of tickets for entry to the Stadium; 

-    the possible seizure of prohibited materials and objects;

-    the placement of visiting fans exclusively within the section designated for them;

-    the imposition of restrictions on stadium access for AS Roma fans.

6.    The Supporter Liaison Officer 

With a view to facilitating relations between the Company and the fans, providing the latter with an immediate point of contact, AS Roma has appointed its own Supporter Liaison Officer (“SLO”).

Fans can contact the SLO regarding any questions and/or issues related to participating in sporting events; to this end, a dedicated communication channel has been established via the email address slo@asroma.it. 

7.    The “Feedback System” 

A.    Applicable measures

AS Roma intends to do everything in its power to ensure that all those wishing to attend the Company’s matches and sporting events are provided with a safe environment suitable for all types of spectators, with particular attention to the needs of families and children.

In this regard, in accordance with the provisions of Article 12 of the F.I.G.C. Code of Sports Justice (as amended by F.I.G.C. Communiqué No. 15 of March 7, 2018) and the F.I.G.C. Circular of May 8, 2018, any violation of the principles and rules of conduct set forth in this Code of Conduct and in the Regulations for Use will be subject to specific disciplinary actions and sanctions by the Company, which may also temporarily or permanently revoke its approval, which is essential for access to the sports facility, from those who engage in conduct contrary to the aforementioned principles and rules.

In particular, in the event of a violation of this Code of Conduct and/or the Regulations for Use, AS Roma may take the following measures, without this giving rise to any claims for indemnification and/or compensation against the Company:

a)    a warning to comply with the Code of Conduct and/or the Regulations for Use;

b)    removal from the facility, even during a match;

c)    suspension for one or more matches or for a specific period of time, which may also include the suspension of rights associated with the season ticket and/or admission ticket, or termination of the season ticket, retaining as a penalty the amounts paid for events not attended;

d)    refusal to sell one or more admission tickets for one or more matches or for a specific period of time, and/or refusal to sell a season ticket for one or more subsequent seasons. 

The factors relevant for determining the penalty are:

•    the intentional nature of the conduct or the degree of negligence, imprudence, or incompetence, including with regard to the foreseeability of the event, where verifiable;

•    the severity of the violation;

•    the damage, including non-economic damage, caused to other supporters and/or AS Roma and/or third parties;

•    the commission of violations of the same type in the preceding three years (so-called recidivism);

•    the creation of an actual danger to public order or personal safety;

•    any shared liability with other parties who contributed to the violation.

It is hereby established that:

-    the measures indicated above may also be applied jointly, to the extent provided for in the preceding paragraphs;

-    if multiple violations were committed through a single act, the most severe measure provided for such violations shall apply;

-    in cases of particular minor nature, the Company may decide not to apply any sanction;

-    even if any of the aforementioned measures are applied to the Recipients, this does not affect the additional legal consequences of the violations under applicable law (e.g., criminal or administrative consequences), nor does it preclude any measures or sanctions that may be imposed by Public Authorities (e.g., the so-called “DASPO,” or ban on attending sporting events).

B.    The Sanctioning Procedure

The measures to be applied, along with their effective dates, are determined by the AS Roma Olympic Stadium Security Officer based on the evidence and information gathered, taking into account the factors outlined in paragraph A above.

The individual concerned will be informed of the application of the measure via a notice sent by email, certified email, or registered mail with return receipt to the address provided on the season ticket application form or as listed in public records.

C.    Request for Review of the Sanction

Upon receiving notification of the application of the measure or, in any case, the suspension or revocation of approval, the individual concerned shall have the right, within the following 15 (fifteen) days, to request a review of the measure from the AS Roma Supervisory Body by sending an email to odv@asroma.it .

Through the request for review, the individual concerned may present their position, including by attaching supporting documents and/or materials.

The Supervisory Body will make a final decision, based on the available evidence, as to whether to confirm, modify and/or revoke the measure applied, and will in any case notify the individual concerned, without prejudice to the rights granted to the latter under applicable law, including the right to appeal to the Judicial Authorities.
