Baldissoni issued the update on Wednesday, at an event to announce the publication of a landmark Integrated Impact Report involving the club, following newspaper reports of a breakthrough in discussions.
Baldissoni confirmed that all parties are working hard to reach a resolution.
“We have managed a complicated problem that arose when the security forces identified an area where they felt they needed to introduce some precautionary measures," Baldissoni said.
"However, from the very first day, we’ve believed it’s necessary to get around this problem, because when we think of the kind of stadium we want to enjoy, and by the same token the kind we want to build, it doesn’t include barriers.
"We’ve worked with the police to overcome what started out as an emergency step. Judging by the signs that are reaching us from the relevant ministries, following the initiative of the Minister of Sport Luca Lotti, it seems the moment has come to make progress in a situation that had become unusual to us.
"The date is up to the authorities in charge of public safety, but we think it’s a matter of days.”
