The submission of the dossier is further evidence of Roma’s vision and ambition to become one of the world’s most successful football clubs in the world.
AS Roma President James Pallotta, Eurnova CEO Luca Parnasi and representatives of AS Roma SPV LLC and project partners Lend Lease, Meis, Libeskind and LAND hosted a media briefing today in the presence of the City Council representatives to acknowledge the submission of the dossier to the Comune di Roma.
The media event, a key milestone in the Tor di Valle-Stadio della Roma journey, was designed to communicate to the public the latest developments and progress to date of one of the most important privately-financed projects of urban regeneration in Europe, worth approximately 1.5 billion Euros.
“Today represents an historic milestone for the City of Rome and AS Roma,” enthused AS Roma president James Pallotta. “We’re proud of the job done by our team of international experts in the last three years and we thank the Rome Administration for the great collaboration showed since the first presentation of the project, here at Campidoglio in December 2013.
“Mayor Marino and his staff have been challenging us along the way to make the project better and I believe we’ve done everything we could to make Tor di Valle-Stadio della Roma a new safe, connected, exciting and sustainable epicenter that will allow a better way to live in the city and trigger economic development in the area, with AS Roma and the new stadium serving as the anchor for many generations to come.

The master site ecosystem will encompass a 105+ hectare campus combining advanced sports facilities – including a 52,500-60,000 seater stadium and Nuova Trigoria – a business park, a centralized entertainment district convivium and green areas.
By integrating these components, the Tor di Valle master site will be able to ensure that this sports, commercial and entertainment complex is a lasting and viable new addition to Rome’s most enduring landmarks.
“Today’s submission of the comprehensive master site dossier – looking at the next approval steps with Comune and Regione Lazio – shows a clear commitment towards the Italian institutions, economy and business environment,” commented Mark Pannes, CEO of Stadio della Roma. “Tor di Valle-Stadio della Roma is a project that will reboot the spirit and energy of the great city of Rome and its citizens. Over the next few years, we’re primed to expand that investment to an additional 1.1 billion Euros for the construction of the entire master site.”
“Security will be one of key features of the project as we want to create a safe and family-friendly environment for fans and visitors. The Stadio della Roma team has been working closely with the International Centre for Sports Security (ICSS) surrounding the design, implementation and management of the highest-level security objectives including security risk assessment and security strategy development for both on-site infrastructure and cyber security plus a state-of-the-art, 24-hour security surveillance for the entire master site.”
According to the final dossier submitted today, Tor di Valle-Stadio della Roma will become the district of Rome with the strongest public transportation connections - bringing great benefits to the surrounding areas thanks to multiple access points for fans and visitors including pedestrian and vehicular bridges, Metro B, Roma-Lido and Roma-Fiumicino railways. The design of accessibility and usability will allow more than 50% of visitors to use public transportation to reach the site. In addition, massive public and combined private/public parking infrastructure are planned, to include over 10,000 new vehicle parking spaces.
“Our international team of experts designed accurate plans surrounding transportation and traffic control,” stated Luca Parnasi, CEO of Eurnova. ”Improved road networks have been tested on three different scenarios including stadium ingress, stadium egress and weekday peak hours. As a result, we have found opportunities to improve traffic-management, reduce visual impact of road viaducts and optimize road networks – including everything from pedestrian walkways to cycling lanes – to improve public transportation routes to and from this area. Tor di Valle will be a new destination for business, sports fans, families and entertainment goers, whether they call Rome their home or are visiting from throughout Europe or the world.”
Tor di Valle-Stadio della Roma development plans include great attention to sustainability and green spaces, with a dedicated team bringing in global expertise in green certifications and cutting-edge energy efficiency technologies. The sustainability plan includes renewable energy programs and maximum recycling capabilities, in addition to creating new urban park areas. The Tor di Valle-Stadio della Roma master plan exceeds national and local regulation for green and renewable energy with more than 50% of the master site consisting of green spaces and parks.
Following today’s submission to the Comune di Roma, the City Council will be reviewing the comprehensive master site plan before opening up the review process to the Lazio Regional government. Groundbreaking is projected in late 2015 with the new stadium substantially completed by late 2017, in time for the 2017-18 season, with the entertainment and business districts opening in 2018.
